தமிழக சட்டப்பேரவையில் 2015-16-ம் நிதி ஆண்டுக்கான பட்ஜெட்டைமுதல்வர் ஓ.பன்னீர் செல்வம் நாளை தாக்கல் செய் கிறார். புதிய ஓய்வூதியத்தைகைவிடுவது குறித்து பட்ஜெட்டில் அறிவிப்பு வெளியாகுமா என்ற எதிர்பார்ப்பு அரசு ஊழியர் மற்றும் ஆசிரியர்களிடையே எழுந்துள்ளது.
தமிழக சட்டப்பேரவையில் இந்த ஆண்டுக்கான முதல் கூட்டத் தொடர் ஆளுநர் உரையுடன் கடந்த பிப்ரவரி 17-ம் தேதி தொடங்கியது. ஆளுநர் உரைக்கு நன்றிதெரிவிக்கும் தீர்மானத்தின் மீது 4 நாட்கள் விவாதம் நடந்தது. அதையடுத்து தேதி குறிப்பிடப்படாமல் பேரவை ஒத்திவைக்கப்பட்டது. இந்நிலையில், பட்ஜெட் கூட்டத் தொடர் மார்ச் 25-ம் தேதி தொடங்கும் என்று அதிகாரப்பூர்வமாக அறிவிக்கப்பட்டது. அதன்படி, சட்டப்பேரவை நாளை கூடுகிறது. நிதித்துறைக்கு பொறுப்பு வகிக்கும் முதல்வர் ஓ.பன்னீர்செல்வம், 2015-16-ம் ஆண்டுக்கான பட்ஜெட்டை காலை 10 மணிக்கு தாக்கல் செய்கிறார்.
அத்துடன் முதல்நாள் கூட்டம் முடிந்துவிடும். அதன்பிறகு, பேரவைத் தலைவர் ப.தனபால் தலைமையில் அலுவல் ஆய்வுக்குழு கூடி, பட்ஜெட் கூட்டத்தொடரை எத்தனைநாட்கள் நடத்துவது என்பதை முடிவு செய்யும். அதையடுத்து பேரவை மீண்டும் கூடும் நாளில், பட்ஜெட் மீதான பொது விவாதம் தொடங்கும். விவாதத்துக்கு பதிலளித்து முதல்வர் பன்னீர்செல்வம் பேசுவார். அதைத் தொடர்ந்து துறைவாரியான மானியக் கோரிக்கைகள் தாக்கல் செய்யப்பட்டு, விவாதத்துக்குப் பிறகு நிறைவேற்றப்படும். பட்ஜெட் கூட்டத் தொடர் ஒரு மாதத்துக்கும் மேல் நடக்கலாம் என எதிர்பார்க்கப்படுகிறது. தமிழக சட்டப்பேரவைக்கு அடுத்த ஆண்டுபொதுத் தேர்தல் நடக்கவுள்ளது. எனவே, அடுத்த ஆண்டில் இடைக்கால பட்ஜெட்டை மட்டுமே இந்த அரசு தாக்கல் செய்ய முடியும். நாளை தாக்கல் செய்யப்படுவது, தேர்தலுக்கு முந்தைய முழுமையான பட்ஜெட் என்பதால், இதில் பல புதிய திட்டங்கள், அறிவிப்புகள் மற்றும் வரிச்சலுகைகளை எதிர்பார்க்கலாம். அரசு ஊழியர், ஆசிரியர் நியமனம், அரசு ஊழியர்களுக்கான 7-வது ஊதியக்குழு, விவசாயக்கடன் வட்டி தள்ளுபடி, புதிய கல்லூரிகள் போன்றவை தொடர்பான அறிவிப்புகள் வெளியாவதற்கும் வாய்ப்புள்ளது.
அனைத்து அரசு ஊழி யர் சங்கங்களும், ஆசிரியர் சங்கங்களும் புதிய ஓய் வூதிய திட்டத்தை ரத்து செய்துவிட்டு மீண்டும் பழைய ஓய்வூதிய திட்டத்தை நடை முறைப்படுத்துமாறு அரசை தொடர்ந்து வலியுறுத்தி வருகின்றன. எனவே, பட்ஜெட்டில் ஓய்வூதிய திட்டம்குறித்த அறிவிப்பை அரசு பணியில் உள்ளவர்கள் மட்டுமின்றி புதிதாக சேர விரும்பும் இளைஞர்களாலும் பெரிதும் எதிர்பார்க்கப்படுகிறது.
ஆசிரியர் தகுதி தேர்வு தொடர்பான வழக்குகள் மார்ச்-30 ல் கோர்ட் எண் 12 ல், வரிசை எண் 170 ஆவதாக இடம் பெற்றுள்ளது..

ReplyDeleteCOIMBATORE: In an important judgement, the Supreme Court on Monday upheld the University Grants Commission (UGC) regulation on minimum qualifications required for the appointment of teachers in universities and affiliated to it.
DeleteThe regulation states that the National Eligibility Test (NET) or State Level Eligibility Test (SLET) are the minimum eligibility conditions for appointment of assistant professors in colleges and universities.
The apex court has set aside the Allahabad High Court judgment dated April 6, 2012 which said the regulations were issued pursuant to directions of the Central Government which themselves were issued outside the powers conferred by the UGC Act and, hence, the conditions laid down would not apply to MPhil and PhD degrees awarded prior to December 31, 2009.
“The UGC itself does not appear to have given effect to this recommendation of the Thyagarajan Committee, which laid down that if six out of eleven criteria laid down by the Committee were satisfied when such a university granted a PhD degree, then such a PhD degree should be sufficient to qualify such person for appointment as Lecturer/Assistant Professor without the further qualification of having to pass the NET test,” the bench of Justice RF Nariman and Justice TS Thakur said.
“When the UGC itself has not accepted the recommendations of the said Committee, we do not understand how the High Court sought to give effect to such recommendations. We, therefore, set aside the Allahabad High Court judgment in its entirety,” the Bench ruled.
The Bench has also dismissed appeals against orders by the High Courts in Delhi, Madras and Rajasthan.
“It is clear that the object of the directions of the Central Government read with the UGC regulations of 2009/2010 are to maintain excellence in standards of higher education. Keeping this object in mind, a minimum eligibility condition of passing the national eligibility test is laid down. True, there may have been exemptions laid down by the UGC in the past, but the Central Government now as a matter of policy feels that any exemption would compromise the excellence of teaching standards in Universities/Colleges/Institutions governed by the UGC. Obviously, there is nothing arbitrary or discriminatory in this . In fact, it is a core function of the UGC to see that such standards do not get diluted,” the SC Bench observed.

Once if SC declare the order, the Government should obey the order whatever it may be. The Government may postpone to follow the guidelines, but SC however make the Government to amend it's decisions at any costs. The Government wouldn't escape from amending SC Judgement. Don't worry.
DeleteI gave up......... joined a BPO center, concentrating hard, earning money, although not satisfied with the job, life has to go on and had to take decisions even though we r not willing to take that decision. I am one of the candidate who filed the case in SC but now I gave up has to attend family's call, has to feed my family members.
