DeleteRespected sirs, madams, We cann't expect any result regarding TET paper II posting.
ReplyDeleteBecause a lot of cases are pending some of them is :
1. TET paper II wrong question and answer case
2. 2012 mark relaxation case
3. against weightage system
4. In weightage system including seniority instead of plus two mark
etc.,
After judgement, there will be some more problems based on this judgement.
If mark relaxation will give to 2012, the passing candidates in 2012 after relaxation will get more weightage than the passed candidates in 2012 (before relaxation). If this candidates will not get job surely there will be a huge problem arise.
For Eg:
If rama got 92 marks in 2012 and got posting.(with weightage)
after relaxation in 2012, raja passing with 89 with weightage 76.
If raja will not get job this time surely he can file a case against the appointment of rama. If rama had 68 weightage then there will be a problem.
So, less weightage candidate will get the job.
so, govt. face a prolblem.
Therefore, we have more delay to get a job with a big struggle.
Athunala tet ah cancel panniduvangala.....????? The govt knws hw to tajkle the probm.. after elecn all case wil get close atomaticaly.

ஆசிரியர் வேலை கிடைக்காது
இலவச
மற்றும் கட்டாயக் கல்வி உரிமை சட்டத்தின்படி இடைநிலை, பட்டதாரி ஆசிரியர் நியமனத்திற்கு ஆசிரியர் தகுதித்தேர்வில் கட்டாயம் தேர்ச்சி பெற்றிருக்க வேண்டும் என்று மத்திய அரசு உத்தரவிட்டது. இதனை பின்பற்றி மாநில அரசு தமிழகத்தில் ஆசிரியர் தகுதித் தேர்வை 2012ம் ஆண்டு ஜூலை மாதம் நடத்தியது. பெரும் எதிர்பார்ப்பை ஏற்படுத்திய அந்த தேர்வில் 6.67 லட்சம் பேர் எழுதியதில் 0.3 சதவீதம் பேர் மட்டுமே தேர்ச்சி பெற்றனர். அப்போது இடைநிலை ஆசிரியர் தேர்வில் 1735 பேரும், பட்டதாரி ஆசிரியர் 713 பேரும் மட்டுமே தேர்ச்சி பெற்றனர்.
கேள்வித்தாள் கடினம், தேர்வு எழுத ஒன்றரை மணி நேரம் மட்டுமே அனுமதி உள்ளிட்டவை தேர்ச்சி விகிதம் குறைய காரணம் என்று விமர்சனங்கள் எழுந்தன. தொடர்ந்து அதே ஆண்டு அக்டோபரில் துணைத் தேர்வு ஒன்றும் நடத்தப்பட்டது. அப்போது தேர்வு நேரம் ஒன்றரை மணி நேரத்தில் இருந்து மூன்று மணி நேரமாக அதிகரிக்கப்பட்டது. கேள்வித்தாள் கடினத்தன்மையும் மாறிட இத்தேர்வில் 3 சதவீதம் பேர் தேர்ச்சி பெற்றனர். முதல்தாள் தேர்வில் 10,397 பேரும், இரண்டாம் தாள் தேர்வில் 8849 பேரும் தேர்ச்சி பெற்றனர். தேர்ச்சிபெற்றவர் மொத்த எண்ணிக்கை 19,246 ஆக இருந்தது.
இதன் தொடர்ச்சியாக கடந்த 2013 ஆண்டு ஆகஸ்டில் 3 வது ஆசிரியர் தகுதித் தேர்வு நடத்தப்பட்டது. முதல் தாள் தேர்வை 2.67 லட்சம் பேரும், 2ம் தாள் தேர்வை 4.11 லட்சம் பேரும் எழுதினர். இதில் முதல் தாளில் 12,596 பேரும், 2ம் தாளில் 14,496 பேரும் தேர்ச்சி பெற்றனர். கேள்வித்தாள் குளறுபடி காரணமாக கோர்ட் உத்தரவை தொடர்ந்து 2ம் தாள் தேர்வில் நீக்கப்பட்ட கேள்விகளுக்கு 2 மதிப்பெண் வழங்கப்பட்டதால் வெற்றிபெற்றவர்கள் 2436 பேர் அதிகரித்து 16,932 ஆக உயர்ந்தது. அந்த வகையில் தேர்ச்சி 29,528 ஆக உயர்ந்தது.
ஆசிரியர் தகுதித் தேர்வில் தேர்ச்சி பெற 150க்கு 90 மதிப்பெண் எடுத்தால்தான் தேர்ச்சி என்ற நிலை இருந்தது. ஆனால் தேர்ச்சி விகிதம் மிகவும் குறைவாக இருக்க மதிப்பெண்ணில் சலுகை அறிவிக்க பல தரப்பில் இருந்தும் கோரிக்கைகள் எழுந்தன. தகுதித் தேர்வில் ஆதி திராவிடர், பழங்குடியினர், பிற்படுத்தப்பட்ட வகுப்பினர், மிகவும் பிற்படுத்தப்பட்ட வகுப்பினருக்கு மதிப்பெண் சலுகை வழங்க வேண்டும் என்ற கோரிக்கை ஏற்கப்பட்டு 5 சதவீத மதிப்பெண் சலுகையை தமிழக முதல்வர் அறிவித்தார். கடந்த பிப்ரவரி 6ம் தேதி இது தொடர்பாக உத்தரவிடப்பட்டது. இதில் இட ஒதுக்கீடு அடிப்படையில் மதிப்பெண் 82 ஆக நிர்ணயம் செய்யப்பட்டது. இந்த மதிப்பெண் தளர்வு 2013 ஆகஸ்ட் மாதம் நடத்தப்பட்ட தேர்வுக்கு பொருந்தும் என அறிவிக்கப்பட்டது. இதனால் தேர்ச்சி பெற்றோர் எண்ணிக்கை மேலும் 47 ஆயிரம் அதிகரித்தது.
ஏற்கனவே கடந்த ஆண்டு நடந்த தேர்வில் 29,528 பேர் தேர்ச்சி பெற்றிருக்க, மதிப்பெண் தளர்வை தொடர்ந்து 47 ஆயிரம் பேருமாக சேர்த்து 76 ஆயிரம் பேர் �நாங்களும் ஆசிரியர் தகுதி தேர்வில் தேர்ச்சி பெற்று விட்டோம், எங்களுக்கு எப்போது ஆசிரியர் வேலை தருவீர்கள்?� என்ற கோரிக்கையுடன் காத்திருக்க தொடங்கிவிட்டனர். இந்த காத்திருப்பு இனி நீண்ட கால காத்திருப்புத்தான் என்ற கசப்பான உண்மை இப்போது ஆசிரியர் தகுதித் தேர்வில்

வெற்றிபெற்றவர்களுக்கு தெரிய தொடங்கியுள்ளது. ஆசிரியர் தகுதித்தேர்வில் வெற்றி, சான்றிதழ் சரிபார்ப்பில் ஒ.கே, ஆனாலும் இவர்கள் அனைவருக்கும் பணி நியமன ஆணை எப்போது வழங்கப்படும் என்பது மில்லியன் டாலர் கேள்வியாகியுள்ளது.
தற்போதைய நிலவரப்படி 2 ஆயிரம் இடைநிலை ஆசிரியர்கள், 13 ஆயிரம் பட்டதாரி ஆசிரியர்கள் என்று 15 ஆயிரம் ஆசிரியர் காலி பணியிடங்கள் மட்டுமே உள்ளதாக கல்வித்துறை வட்டாரங்கள் தெரிவிக்கின்றன. இதனால் தேர்ச்சி பெற்ற 76 ஆயிரம் பேரில் இருந்து 15 ஆயிரம் பேருக்கு மட்டுமே வேலை கிடைப்பதற்கான முதல்கட்ட வாய்ப்பும், சந்தர்ப்பமும் அமையும். எனவே அடுத்து வரும் 2 கட்ட பணி நியமனத்தில் இதர காத்திருப்போருக்கு வேலை கிடைக்கும் என்று கருதினால் அது இலவு காத்த கிளியின் கதையாகிப்போய்விடும் என்கின்றனர் விபரம் அறிந்தவர்கள்.
தகுதித்தேர்வு எழுதி 2013ம் ஆண்டில் தேர்ச்சி பெற்றவர்கள் மதிப்பெண் மற்றும் இட ஒதுக்கீடு அடிப்படையில் ஆசிரியர் பணிக்கு தேர்வாகும் அதே வேளையில், 2014ம் ஆண்டில் ஆசிரியர் தகுதித் தேர்வு நடைபெற்றால் அதில் அதிக மதிப்பெண் பெறுபவர்கள், ஏற்கனவே 2013ல் காத்திருப்போருடன் ஒப்பீடு செய்யப்பட்டு அதில் அதிக மதிப்பெண் பெற்றவர்கள் அடிப்படையில் ஆசிரியர்கள் பணிக்கு தேர்வு செய்யப்படுவர் என்று ஆசிரியர் தேர்வு வாரிய வட்டாரங்கள் தெரிவிக்கின்றன.

தேர்வு எழுதி ஆசிரியர் பணியை எதிர்பார்த்து காத்திருக்கும் ஆசிரியர்கள் சிலர் கூறுகையில், �தகுதித் தேர்வு தொடர்பாக அரசு புதிது புதிதாக அறிவிப்புகளை வெளியிட்டு வருகிறது. நாடாளுமன்ற தேர்தலை கருத்தில் கொண்டு இதுபோன்ற அறிவிப்புகளை வெளியிடுவதாக கருதுகிறோம். இது தேர்வு எழுதி வேலைக்கு காத்திருப்போர் மத்தியில் தேவையற்ற குழப்பங்களையே ஏற்படுத்தி வருகிறது. இதன் மூலம் வரும் காலங்களில் இடைநிலை ஆசிரியர், பட்டதாரி ஆசிரியர் பணிக்கு கல்வி நிறுவனங்களில் சேருவோர் எண்ணிக்கையும் கணிசமாக குறையும். ஆசிரியர் தேர்வு வாரியம் தகுதி தேர்வு, சான்றிதழ் சரிபார்ப்பு தொடர்பாக வெளிப்படையாக எதனையும் தெரிவிப்பது இல்லை. இதனால் எங்களுக்கு வேதனையே மிஞ்சுகிறது� என்றனர்.
தகுதித்தேர்வு எழுதி 2013ம் ஆண்டில் தேர்ச்சி பெற்றவர்கள் மதிப்பெண் மற்றும் இட ஒதுக்கீடு அடிப்படையில் ஆசிரியர் பணிக்கு தேர்வாகும் அதே வேளையில், 2014ம் ஆண்டில் ஆசிரியர் தகுதித் தேர்வு நடைபெற்றால் அதில் அதிக மதிப்பெண் பெறுபவர்கள், ஏற்கனவே 2013ல் காத்திருப்போருடன் ஒப்பீடு செய்யப்பட்டு அதில் அதிக மதிப்பெண் பெற்றவர்கள் அடிப்படையில் ஆசிரியர்கள் பணிக்கு தேர்வு செய்யப்படுவர் என்று ஆசிரியர் தேர்வு வாரிய வட்டாரங்கள் தெரிவிக்கின்றன.
இட ஒதுக்கீடு மற்றும் மதிப்பெண் சலுகைகள் காலியிடங்களுக்கு ஏற்ப மிதமான தேர்ச்சி, தரமான ஆசிரியர்கள் என்ற சூழலை மாற்றி குறைவான இடங்களுக்கு அதிகமானோர் போட்டி என்ற சூழலை உருவாக்கிவிட்டுள்ளது. இவை ஒருபுறம் இருக்க 2012ம் ஆண்டில் நடந்த ஆசிரியர் தகுதித் தேர்வில் பங்கேற்றவர்களுக்கும் 5 சதவீத மதிப்பெண் சலுகையை வழங்க வேண்டும் என்றும், இது தொடர்பாக அரசுக்கு உத்தரவிட வேண்டும் என்று கேட்டு தேர்வு எழுதியவர்கள் ஐகோர்ட் கதவினை இப்போது தட்டியுள்ளனர். இது தொடர்பான மனு, ஐகோர்ட் விசாரணையில் இருந்து வருகிறது. இதில் 2012ம் ஆண்டிலும் நடந்த தேர்விலும் மதிப்பெண் சலுகை வழங்க வேண்டும் என்று நீதிமன்றம் உத்தரவிட்டால் தகுதியானவர் எண்ணிக்கை மேலும் சுமார் 40 ஆயிரம் வரை அதிகரிக்க வாய்ப்பு உள்ளது. இதனால் ஆசிரியர் தகுதி தேர்வில் தேர்ச்சி பெற்றோர் எண்ணிக்கை லட்சத்தை தாண்டவும் வாய்ப்பு உள்ளது.
ஆனால் அந்த அளவிற்கு ஆசிரியர் பணி காலி பணியிடங்கள் இல்லை என்பதுடன் வரும் ஆண்டுகளிலும் அதிக அளவில் காலியிடங்கள் ஏற்படாது என்றும் கல்வித்துறை வட்டாரங்கள் உறுதியாக தெரிவிக்கின்றன. 2013&14ம் கல்வியாண்டில் தொடக்க கல்வித்துறையில் பணி ஓய்வு பெறுவோர் எண்ணிக்கையை பொறுத்து வேலைவாய்ப்பு ஓரளவு புதிதாக உருவாகும். அதே வேளையில் 2014&15ம் ஆண்டுகளில் பணி ஓய்வு பெறுவோர் எண்ணிக்கை குறைவாகவே இருக்கும் என்று கூறப்படுகிறது. பணியில் சேர்ந்துள்ளவர்கள் ஏராளமானோர் இளவயதினராக இருப்பதால் வரும் காலங்களில் காலியிடங்கள் ஏற்படும் வாய்ப்புகள் குறைவாகவே இருக்கும் நிலை ஏற்பட்டுள்ளது. இதன் மூலம் ஆசிரியர் தகுதிதேர்வில் தேர்ச்சி பெற்ற அனைவருக்கும் வேலை கிடைக்கும் என்ற கனவு தகர்ந்துள்ளது.
