தமிழகத்தில் உள்ள அனைத்து தனியார் தமிழ்வழிப் பள்ளிகளையும் அரசு உதவி பெறும் பள்ளிகளாக தமிழக அரசு அறிவிக்க வேண்டும் என பாமக நிறுவனர் ராமதாஸ் வலியுறுத்தியுள்ளார்.
இது தொடர்பாக அவர் வெளியிட்டுள்ள அறிக்கையில்:
"தமிழ்நாட்டில் செயல்பட்டு வரும்தனியார் தமிழ்வழிப் பள்ளிகள் கடுமையான நிதி நெருக்கடியில் சிக்கித் தவித்து வருகின்றன. தமிழகத்தில் தாய்மொழி வழிப் பள்ளிகளுக்கு ஏற்பட்டுள்ள இத்தகைய நிலை தமிழ் உணர்வாளர்கள் மற்றும் தமிழ் பற்றாளர்களிடையே பெரும் அதிர்ச்சியை ஏற்படுத்தியுள்ளது.
தமிழ்நாட்டில் 1980களின் தொடக்கத்தில் தனியார் ஆங்கிலப் பள்ளிகள் காளான்களைப் போல முளைக்கத் தொடங்கிய நிலையில், தமிழ் வழிக்கல்வியின் எதிர்காலம் குறித்த வினா எழுந்தது. அதற்கான விடையாகவே தமிழகத்தின் பல்வேறு பகுதிகளில் தாய்த் தமிழ் பள்ளி என்ற பெயரில் தமிழ் வழிப் பள்ளிகள் தொடங்கப்பட்டன.தமிழ் வழிக்கல்வி தான் இவற்றின் முதன்மை நோக்கம் என்றாலும், அதைத் தாண்டி மாணவர்களிடையே தன்னம்பிக்கை, அன்பு, பண்பு, வீரம், மரியாதை, தமிழ்க் கலாச்சாரம் ஆகியவையும் கற்றுக் கொடுக்கப்படுகின்றன என்பது குறிப்பிடத்தக்க அம்சமாகும்.ஆங்கில வழிப் பள்ளிகளில் படித்தால் மட்டும் தான் அறிவைப் பெருக்கிக் கொள்ள முடியும் என்ற தவறான எண்ணம் மக்களிடம் நிலவும் சூழலில், தமிழகத்தின் புகழ்பெற்ற ஆங்கிலப் பள்ளிகளை விட இந்த பள்ளிகளில் பயிலும் மாணவ, மாணவியரின் கல்வித் தரமும், சிந்தனைத் திறனும் அதிகமாக உள்ளது என்பது பல்வேறு தருணங்களில் நிரூபிக்கப்பட்டிருக்கிறது.
இப்பள்ளிகளின் பாடத்திட்டமும் மற்ற பள்ளிகளிலிருந்து மாறுபட்டிருக்கிறது. ஏட்டுக்கல்வியை அப்படியே படிப்பதற்கு பதிலாக காலச் சூழலுக்கும், நடைமுறைக்கும் ஏற்றவாறு மாற்றிப்படிக்கும் வழக்கமும் இப்பள்ளிகளில் உள்ளது. இந்த பள்ளிகளில் கல்வி வழங்கப்படும் முறையை வெளிநாடுவாழ் தமிழர்களும் போற்றிப் பாராட்டுகின்றனர்.அதேநேரத்தில் இப்பள்ளிகளில் சேர்க்கைக் கட்டணமாக வசூலிக்கப்படும் 100 ரூபாயைத் தவிர, கல்விக் கட்டணம் எதுவும் வசூலிக்கப்படுவதில்லை. இதனால், இந்த பள்ளிகள் கடுமையான நிதி நெருக்கடியில் சிக்கித் தவித்து வருகின்றன. இந்தப் பள்ளிகளில் பணியாற்றும் ஆசிரியர்கள் தமிழ் மீது கொண்ட பற்று காரணமாக தாங்களாகவேமுன்வந்து குறைந்த ஊதியம் பெறும் போதிலும், அதைக் கூட தர இயலாமல் தாய்த் தமிழ் பள்ளிகள் தடுமாறுகின்றன. இப்பள்ளிகளின் அங்கீகாரத்தை புதுப்பிப்பதிலும் அதிகாரிகள் தரப்பில் முட்டுக்கட்டைகள் போடப்படுகின்றன. இத்தகைய காரணங்களால் கடந்த சில ஆண்டுகளில் 49 பள்ளிகளை மூடும் நிலை உருவானது. தற்போது செயல்பட்டு வரும் 33 பள்ளிகளும் நிதி நெருக்கடியில் சிக்கியிருப்பதால் அவற்றின் எதிர்காலம் கேள்விக் குறியாகியுள்ளது.அரசுப் பள்ளிகளில் மாணவர் சேர்க்கையை அதிகரிக்க வேண்டுமானால், கல்வித் தரத்தையும், கட்டமைப்பு வசதிகளையும் மேம்படுத்த வேண்டும்.
அதைவிடுத்து அரசு பள்ளிகளில் ஆங்கில வழிக் கல்வியை தமிழக அரசு அறிமுகம் செய்து வருகிறது. இந்நிலையில், தமிழையும், தமிழ் பண்பாட்டையும் வளர்க்கும் தாய்த்தமிழ் பள்ளிகளை ஊக்குவிக்க வேண்டியது மிகவும் அவசியமாகும். அவ்வாறு செய்வதன் மூலம் தான் தமிழ் வழிக் கல்வியை காப்பாற்ற முடியும் என்பதை அரசு உணர வேண்டும்.எனவே, தமிழகத்தில் செயல்பட்டு வரும் அனைத்து தாய்த் தமிழ் பள்ளிகளையும் அரசு உதவி பெறும் பள்ளிகளாக அறிவித்து அவை தற்போதைய நிர்வாகங்களின் கட்டுப்பாட்டிலேயே தொடர்ந்து இயங்க வகை செய்ய வேண்டும். அப்பள்ளிகளில் பயிலும் மாணவ, மாணவியருக்கு புத்தகங்கள், சீருடைகள், சத்துணவை இலவசமாக வழங்க நடவடிக்கை எடுக்க வேண்டும். அதுமட்டுமின்றி, இப்பள்ளிகளை படிப்படியாக மேல்நிலைப்பள்ளிகளாக தரம் உயர்த்தவும் தமிழக அரசு உதவ வேண்டும்" இவ்வாறு அவர் கூறினார்.

ReplyDeleteAs far as some advocates views... There is no chance for considering 90 and above as priority base because the relaxation was given well before the notification of the posts..... As per notification the posts are to be filled with candidates who all have cleared 2012 and 2013 TET and as per GO 71( guidelines given by high court)... Suppose relaxation was given after notification, then there would have been a chance for priority.... But since in the notification it is clearly mentioned " those who have cleared 2012 and 2013 TET" all 82 and above are eligible for appointment... the case would be dismissed.... 5% relaxation case also was settled by single judge court saying it was govt policy.... now it is in bench court that's all... This may also get dismissed as relaxation is something that is followed in all process... including paying exam fees for certain community, and also in other employment procedures, u have age relaxation for certain community, ...etc... Relaxation is a common process and it is subjected to the policy of the government... .. We were not able to ask why govt changed to competitive exam from seniority b'cos it was govt policy..... now we cannot ask why relaxation was given because it is also govt policy.... Kasi, we can just show our feelings to the govt, but govt will go in its own way.... it will not see individuals case ... WE SHOULD ACCEPT THE REALITY AND SHOULD MOVE FORWARD...

DeleteUGC Withdraws Decision To Increase NET Cut-off Marks, Students Win Appeal
DeleteThe issue between the UGC (University Grants Commission) and NET candidates have finally come to an end. Following a Supreme Court order on Friday, 21 December 2012, the UGC has withdrawn its decision to increase the cut-off marks for clearing the NET.
The NET (National Eligibility Test) is conducted in the months of June and December every year by the National Educational Testing Bureau of the UGC, which determines the eligibility for lectureship and for awarding Junior research fellowship to ensure minimum standards for the entrants in the teaching profession and research.
The UGC, however, increased the eligibility scores by 15% and made several other changes in the June 2012 exam without notifying its candidates . The candidates learnt about the changes only when the UGC announced it a day after announcing the results of the exam on September 18. And hence students who have already applied for NET roared up and filed a petition against the act by UGC.
As per the earlier notices, candidates belonging to the SC/ST sections needed 35, 35 and 60 marks respectively for qualifying papers 1, 2 and 3. And the marks to be obtained by the OBC’s were set as 35, 35 and 68 and for those candidates belonging to General category it was 40, 40 and 75. But, when the results were announced, candidates who were been eligible as per the initial criteria failed to qualify. Sources revealed that, based on the new criteria, the percentage of marks to be scores by candidates belonging to different categories has been increased by 15%. And hence a petition was filed against UGC.
Finally, on 21 December, the Supreme Court issued an order stating the UGC’s decision to be invalid as it did not follow the exam policy in announcing the changes in cut-offs and that, too, in such a short period of time. An official at the University of Pune that conducts the NET exam said, “The SC decision is valid for all candidates who sat for the June 2012 examinations. The old cut-offs will be considered and new results will be announced.”

The benefit of a single Bench order quashing the new qualifying criteria prescribed by the University Grants Commission (UGC) after holding the National Eligibility Test (NET) for lectureships will be available to all eligible candidates, the Kerala High Court held on Tuesday.
Justice T.R. Ramachandran Nair had earlier held that UGC regulations did not confer any right on the UGC to fix high marks after holding the NET.
He also maintained that such criteria cannot be introduced just before the announcement of the results by executive orders.
The introduction of the new criteria was not supported by law.
In his order on Tuesday, Justice P.R. Ramachandra Menon said the apex court had earlier held that if a judgment was rather declaratory, it would be applicable to all irrespective of the fact that they were petitioners to the case or not.
The verdict passed by the single judge was declaratory in nature, the court said disposing of a batch of petitions seeking to obtain the benefits of the judgment by the single judge.
Justice T.R. Ramachandran Nair had observed that the students were jolted when the UGC all of a sudden prescribed the percentage of the aggregate marks. The adoption of such norms at the final stage and just before the declaration of the results had affected the candidates.
Justice P.R. Ramachandra Menon, in the order on Tuesday, said since the petitioners sought the benefits of the declaratory judgment, the court did not find any reason to take a different course.
