    Today i went to CEO office but they told that we wont issue certificate for below 90 .after supreme court result we will notice u.even for above 90 they couldn't give proper answer for not issuing certificate.

    Generally the court will send notice to the parties. Private notice means that petitioner will send notice to the other party.
