அடிப்படை ஊதியத்துடன்இணைக்கப் பட வேண்டும் என பரிந்துரைத்தது.ஆனால் 6 ஆவது ஊதியக் குழுவில் அகவிலைப் படி 100 சதவீதத்தை தாண்டும் போது 25 சதவீதப் படிகள் உயர்த்தப் பட வேண்டும் என குறிப்பிடப் பட்டுள்ளது.ஆகவே 50 சதவீத அகவிலைப் படி அடிப்படை ஊதியத்துடன் இணைக்கப் படும் வாய்ப்பு இல்லை.
No need to merge the dearness allowance with basic Pay at any stage -6CPC Recommendation
As per the 6 CPC recommendation accepted by the government, the Dearness Allowance supposed to be enhanced from1st January of every year has to be paid with salary of month of March.The 6CPC was very much clear about two things;first one is the formula for calculating the quantum of DA to be paid to central government employees and its frequency.Second one is on Merger of50%Dearness allowance with Basic pay by converting it as dearnessPayIt has been clearly told in6CPC recommendations under the Heading of Dearness Allowance,Chapter no4.1…4.1.18……This conversion, however, is not necessary in therevised structure being recommended where increments are payable as a percentage of the pay in the payband and grade pay thereon andprovision has been made for all allowances/benefits to be revised periodically linked to theincrease in the price index. The Commission is, therefore, not recommending merger of dearness allowance with basic pay at any stage.4.1.19No real justification exists for revising DA once in3months. Accordingly, DA may continue to be sanctioned twice a year as on1st January and1stJuly payable with the salary of March and September respectively for administrative convenience with inflation neutralization being maintained at100%at all levels.
